Who pays for shipping on returns?

Except in cases of a faulty product, the customer is responsible for paying shipping on returns. This is typical of e-commerce stores outside of Amazon where the customer is paying for returns up-front through Prime fees (and can have their account frozen for returning too many things) or sites selling products at such hilarious profit margins they'd make Tim Cook blush, such as lifestyle branded clothes, shoes, and accessories.
